Definitely the best beach in the area, and the best surf beach I know of within 1-2 hours drive time of Tokyo. With our small kids, we could spend several hours here and feel completely relaxed and lose all track of time.
Relative to Australian beaches that grew up visiting regularly near Melbourne, I would rate this beach as 2 stars. You have to pay for parking, sand is kind of grey, not yellow.
We took the local toll road nearby (about JPY200 one way) and I think it was worth it to save time. Also paid tolls coming from Tokyo (over JPY1000) and I think that was worth it, too, depending on how busy you are.

今年正月家族で千葉に行きました。ここは有料道路をドライブしていました。元旦で改正で視界も良く気持ちが良かったです。

広ーいですね。日本地図で見ても広いのがよくわかります。都会からこんな近いところにこんなに広い海岸線があるんですねー。知ってはいたものの、実際、見ると驚きます。広さは日本一かもしれませんね。行く価値おおありです。

車で行ってみました。長い長い海岸線はオーストラリアのゴールドコーストのようです。九十九里浜有料道路は快適に走れて眺めが良く、九十九里浜の広さを感じることができ、海外に来ているような気分になれました。

Came here in off season, it was actually quiet and a bit cold but the beach was beautiful !
Good place to wander a bit and relax !
