I've been windsurfing there many times for many years, but have only seen one kiter ever, who is probably Mr. kite earth. The problem for kiters is light wind at the launch. So they have to go out in a boat to the wind line. No disrespect to Kite Earth, just a caveat. A more popular kiting spot is Lake Caliraya.
