It depends on the area. The gate opens from 5:00 to 17:00. Kondo(Main Hall) and Kodo(Lecture Hall) open from 8:00 to 17:00. Homotsukan(Treasure Hall) opens from 9:00 to 17:00. It might be better to visit after 8:00.

Well I really don't know much about flea market days in Kyoto except every 21st day of each month at Toji Temple site. My suggestion to you is make sure to go to Kyoto Tourist Information desk at Kyoto Station 2nd floor starting at 8:30 am , and ask them about flea markets in Kyoto in various langauages. You can obtain various valuable information there with NO fee.

Hi, You have access to a lot of the grounds for free. It is worthwhile going on the 21st of every month for the large local market. It is very interesting interacting with the locals in a local environment. Summer is also nice due to the lotus ponds that are one of the many features of the temple.

Hi we didn't manage to tour because we arrived too late for it to worth our while, so bear in mind that it closes at 16.30
