I'll agree with the one-star English language reviews below, especially Pedro M's. The hostess at the restaurant was very nice and spoke English well, but she confirmed that she couldn't let me into the utterly empty restaurant because I was wearing shorts (even though it was still officially winter, it was still very warm and very, very humid). I politely asked if, since I was there, could I just go up the less-than-a-dozen steps behind us to take a couple photos for 30 seconds. Again, she wasn't rude or anything, very nice in fact, but stated that I would have to buy the 50 real ticket that is impossible for foreigners to buy.
The "free between 3-4pm weekdays" tripadvisor writeup doesn't exist. She told me that "it was discontinued years ago."
An exceptionally stupid and consumer-hostile experience, but presented by a nice, lovely woman who must have to follow these onerous rules and patiently explain them to befuddled tourists many, many, many times a day. She was so nice, I felt like I should have tipped her. But whoever created and continues to require this process is costing them tens of thousands of dollars every single day.
But, if you do insist on going nonetheless, here's a top-tip: You'll have to get off the elevator at the 37th floor and go to the left to switch over to the elevators that go the remaining half dozen floors to the top. Instead, go to the right. You'll see a pair of louvered windows, and the center section will probably be open. Now you won't be able to do a glamorous selfie, but you can hold your phone out the open window louvers and snap a couple shots.

Fazendo tour de Patins pelo Centro Histórico de São Paulo, nunca havia presenciado pessoalmente uma das obras históricas de São Paulo, ele é bem alto viu, bonito e se destaca nesse ponto bem localizado e tradicional de São Paulo.

Let's start with the obvious: Edificio Italia arguably has one of the most amazing views of Sao Paulo's endless skyline. Too bad you're not going to get to see it unless you comply with various arcane demands made of visitors. Welcome to the 1950s.
1. You must book your visit online. No walk-ins. The website isn't intuitive, so give yourself ample time to figure it out. Once you've found the visit ticket, try booking as a foreigner, and you'll find out you need a CPF (which, unless you are Brazilian, you wouldn't have). Error. Error. Error. Error. Computer says no.
2. If somehow you manage to get through, be advised that AMEX and various foreign cards are not accepted — even though supposedly they are... You will be left in an endless loop, waiting for confirmation, only t find out on site that (a) it didn't go through; (b) you need to start again as you sit in the lobby and see the stuck-up receptionists tell visitor after visitor to go through the same dysfunctional procedure you just attempted.
3. At some point you will ask if you can maybe grab food at the empty restaurant. You will then be told that there is a dress code — and since you are a tourist, you most likely are not dressed up enough for the bizarre upper-class rituals in Brazil.
4. Then you will ask the obvious: can I just visit the balcony? At the end of the day, that's all you're there for — the view and a photo or two. You will then be told that even though it's 35 C, since you are wearing shorts, you are not dressed appropriately and will not be allowed onto the balcony terrace, since their bar requires men to wear dress pants and shoes.
So: If what you are looking for is to be reminded of the baroque class system in Brazil, to be exposed to its business inefficiency, and told you are not good enough for this space because you wear shorts, by all means, this is the place for you.
Otherwise, I suggest you skip this terrible experience.

Unfortunately, we were not able to visit the terrace on 41th floor as foreigners because the restaurant only accepts online reservation (3 p.m. to 7 p.m.) with online payment including indication of your CPF number (which you usually don't possess if you're not a Brazilian citizen). The restaurant insisted on online reservation even when we stood in front of the entrance. I just think that it's a pity if you have to give a miss to sth. as a result of such organisational barriers.

Edifício maravilhoso, impossível ignorar sua estrutura majestosa ao passar pela região.
Sendo atualmente o segundo maior edifício da capital, atras apenas do Mirante do Vale. Lembrando que está pra inaugurar um edifício maior que o proprio Mirante do Vale, de nome Platina 220. A partir dessa inauguração dele, o Edificio Italia ocupará o posto de terceiro edificio mais alto de SP.
No topo do Edifício Italia está um dos restaurantes mais famosos de SP, o Terraço Italia. Ótimo restaurante, por sinal (mas não peçam nenhum risoto deles).
Vale a pena parar por alguns segundos se estiver passando, e apreciar esse belíssimo edifício.

La entrada al bar son 35 reales más consumiciones.. las cuales se sirven con detalles de calidad, el servicio es malo y el bar no tiene encanto alguno, de todas formas merece la pena ver las vistas y el atardecer sobre la inmensa Sao Paulo, totalmente!

Lugar bonito mas o atendimento foi péssimo! Viemos pela vista e não foi permitido tirar uma foto q não levaria 30 segundos, sendo que vimos pessoas tirando no mesmo localmais cedo, só estávamos nós no resturante e mesmo assim o recepcionista foi extremamente antipático! Não volto mais pelo descaso

To capture the most incredible view of São Paulo one absolutely needs to get to the top of this building. Although you have to pay for access its totally worth it. You do receive a juice or glass of wine with entry which definitely is a perk while you soak up the views of the city. From the height of the building you genuinely are able to somewhat grasp the enormity of the city of São Paulo. Pictures don’t do it justice you have to see it for yourself. Worth every real.

O Terraço Itália ainda cobra 35,00 reais para dar acesso ao bar, sem precisar de reserva?
O ingresso para entrada é feito por reserva ou pode ser comprado direto no dia da visitação? E gostaria também de saber se há algum limite de tempo de permanência por pessoa para visitação!
Na visita você paga 35,00. Se for vir no bar os preços são salgados, mas vale a pena ver o por do sol aqui.

Atualmente, você tem que consumir ou pagar entrada para ter acesso ao mirante que custa no mínimo R$ 30,00.
Mas vale a pena, a vista é linda e rende boas selfies e fotos.

para curtir com tranquilidade, eu iria de Uber pois os estacionamentos são caros e dirigindo não se pode desfrutar dos drinkes e da carta de vinhos

O restaurante se chama Terraço Itália. Ele tem dois salões, o do andar de baixo é o restaurante convencional e o do andar superior, tem um salão todo envidraçado com uma excelente vista de São Paulo. Geralmente não necessita de reservas, mas dependendo da quantidade de pessoas é bom se informar sobre a necessidade e se há algum requisito dependendo do dia da semana.
