Didi navigation knows the place but it's a non-descriptive office building and the museum is located on 7th floor. Posters / pictures with Chinese and English context are provided and super interesting to see how these supported the various themes throughout China's 20th century history! Takes 30 min but worth visiting. I walked from Jing An temple here in 15 min.

So interesting to see. Amazing pieces on display. Even has whacky N Korean propaganda magazines from the 70s published in English and French. The proprietor, Mr. Yang, is also a very gracious host. An extremely nice man with a fun story or two himself!

This museum documents an important period of modern Chinese history and is truly worth a visit. The narrative explains: "... most of the posters were destroyed due to different political changes in the past years". However, a collection of some 6000 pieces has been amassed.
Conditions of entry into some Shanghai museums are currently unclear or unpredictable. For this place, however, no prior reservation is necessary (November 2022), it is open Tues-Sun, 10:00-17:00. An entrance fee of Y25 is payable at the door.
It is a few minutes' walk from the Jing'An temple - continue westwards down Nanjing West until you come to the major road that bears the Yan'An viaduct. Turn right and follow the viaduct westwards for a few blocks, until you arrive at No. 726 (a tall office/apartment block). The guards on the door will let you in and show you towards the lifts that you will take to the 7th floor; then go to room K. You can also come at it from Jiangsu metro station (line 2), walk south to Yan'An Xi Road and turn left.
There is a gift shop which does not sell the usual kitschy junk but, inter alia, reproductions of the posters.

First off, the place is difficult to find. Go to 726 builidng，and enter the entrance under the arch thing between the two banks. Turn right, and take the elevator to the 7th floor.
The museum is quite small, but we'll stocked. There are a couple of hundred posters perhaps to look at.
But, if you are a history nerd like myself, the gift shop is the star of the show. Original posters from the 60s... Original copies of the little red book in various languages, busts of Mao, old maps, old textbooks, old magazines... This place is a treasure trove, and will satisfy history buffs from a tiny budget of ¥150 for three copies of posters, to over ¥6k for rare originals, and everything in between.
The museum is quite small, but we'll stocked. There are a couple of hundred posters perhaps to look at.
But, if you are a history nerd like myself, the gift shop is the star of the show. Original posters from the 60s... Only writing a review to save you all the agony I went through trying to find this place. It’s moved locations and is now unmarked in a building where none of the staff who work there seem aware that the museum is there so I was sent the wrong way and none of the pins or addresses I found worked. Also at the old location which is the one you find in most places the staff there know it’s moved but didn’t have the forwarding address. If you are hailing a Didi taxi use this: 上海杨培明宣传画收藏艺术馆 and it will take you there to the new building. Building 726 (between two banks) -> go inside and turn right into building 726 -> take the lift to floor 7 and then finally you will see a sign for it. 25 yuan to enter. If that doesn’t work type in Hotel Nikko which is just down the road.

Finding this museum was not easy. Google has the "726” street address in the wrong place up the road (and on the wrong road altogether), so I suggest searching for "728 Yan'an W Rd, Changning Qu, Shanghai” if you’re using Google. That is the neighboring building but will land you within meters of the correct door.
It was totally worth being lost for an hour when I finally found this hidden gem of a museum. I'm completely fascinated with revolutionary propaganda artwork and especially the tragic history of the Chinese Cultural Revolution, so this was like walking into agitprop-heaven. This collection is outstanding, with samples from throughout China's tumultuous modern history in amazing condition and well preserved, vivid color.
I was the only guest in the museum when I visited (late on a Sunday afternoon) and Mr. Yang Pei Ming came out and gave me a personal tour of his collection. He also has some great examples of early Shanghai poster girl artwork and racy 1920's art deco calendar art which helped incubate the talent which later found its expression in the hyper politicized and stylized waves of propagandistic poster artwork that played such an important (and fraught) role in China's modern development.
A really fascinating and rare collection. And you feel the uneasy relationship China has with this history in the position of semi-secrecy that the museum exists in. But it’s well worth the effort to visit if you have any interest in modern Chinese history, the tribulations of political extremism or the power of graphic design. The gift shop has some great stuff in it as well ;~)

This small but yet secluded propaganda museum deserves to be highly recommended for its historical revelation with the inventive usage of cartoon as posters to deliver dogmatic ideas to its intended audience – the citizens of People's Republic of China. These creatively coloured cartoon publicity purposefully instilled societal values such as the importance of establishing a family life, in addition to inciting a divisive mindset by portraying US and Taiwan as necessary villain over its long-standing political tensions.
The pathway towards the entrance of this museum was shabby, and its exterior looked desolate too. Nevertheless, beneath its fading façade lies probably over 50-100 precious posters closely hung on the walls of this cramped little basement that is dimly-lit and dull-looking. Each poster tells a story, shapes belief, and commands utmost reverence for their political leader – Chairman Mao. With bare knowledge of China history and its political background, one can easily discern the deliberate message drawn in each poster.
The downside of this museum is its prohibition of photography, probably due to copyrights reason. The owner is also the cashier, and was chasing the visitors out of the museum once it reaches 5pm sharp for closure. All of us then walked to the souvenir stall which sells lots of posters replica in the form of t-shirts, tote bags, postcards, life-size posters, etc. These posters are unfortunately lacking in aesthetics, and I didn’t purchase any. There is an entrance fee of RMB 25 per person as this is a privately owned museum. There are English and minimum French translations beside every Mandarin captions. These propaganda posters might come into conflict with current mainstream government which probably explains its obscure location, that is too far off from public transport, as it took us more than 30 minutes of walking and searching.
Do note that the museum website wrote: WE ARE MOVING, on Dec.2,2019, only 10 minutes’ walk away from the original location.

You're looking for 868 Hua Shan Road, which is roughly at a T-intersection with Wukang road. The numbers of the buildings are well-indicated, it's on the north side of the street. Coordinates are 31.213398, 121.438904 (if you paste these numbers into google maps, a marker shows up). The museum itself is in (what I guess is) a residential complex. Once you're at the comples, just turn to the guard station on the roadside, and they'll let you in, giving you a little business card with directions.
