Yes it is marked, it has brown metal trail markers.

If you need an I-94 it would be at a checkpoint either at the bridge or one at 65 miles outside El Paso. I believe the park only asks for money $5 as they are not required to check for visas. They may ask if you have a park pass. Unless you go to National parks alot you probably don’t have one. You’ll see a sign with prices at the park entrance. If no one is at the gate house then you are trusted to voluntarily pay in an envelope. Make sure you take the correct amount no change given, and a pen for your name and vehicle plates. They will check to see if you paid. Don’t take a chance paying a penalty.

Sorry, I just saw this question! The best views of the poppies (although probably not in season now) would be on the northeast side of the mountain right off Transmountain Rd where it meets US 54 in the northeast side of town.

Hike in early morning. Mid day can be at or near 100. Also watch weather for thunderstorms.

A few intermittent springs are located in the Franklin Mtns, however, one can never know if the water is actually flowing...better to not rely on them. No evergreens at higher elevations, only gambel oaks and a few other hardy, stunted trees in the canyons. It does rain more in the Franklin Mtns..I would estimate an inch or two above the yearly average of 8 inches.
